Israel from twenty years old and upward, according to their fathers' houses, every one who goes out to war in Israel. And Moses and Eleazar the priest spoke with them in the plains of Moab by the Jordan at Jericho, saying: From twenty years old and upward, as the Lord commanded Moses and the children of Israel who came out of the land of Egypt.

And Moses spoke to the heads of the tribes of the children of Israel, saying: This is the thing that the Lord has commanded. When a man vows a vow to the Lord, or swears an oath to bind a bond upon his soul, he shall not break his word; according to all that comes out of his mouth he shall do. And when a woman vows a vow to the Lord, and binds a bond in her father's house in her youth, and her father hears her vow and her bond with which she has bound her soul, and her father is silent to her, then all her vows shall stand, and every bond with which she has bound her soul shall stand. But if her father disallows her on the day that he hears, none of her vows or her bonds with which she has bound her soul shall stand; and the Lord will forgive her, because her father disallowed her. And if she is married to a husband, while her vows are upon her, or the utterance of her lips with which she has bound her soul, and her husband hears it on the day that he hears it, and is silent to her, then her vows shall stand, and her bonds with which she has bound her soul shall stand. But if her husband disallows her on the day that he hears it, and makes void her vow which is upon her and the utterance of her lips with which she has bound her soul, then the Lord will forgive her.

And the vow of a widow or of a divorced woman, everything with which she has bound her soul, shall stand against her. And if she vowed in her husband's house, or bound a bond upon her soul with an oath, and her husband heard it and was silent to her, and did not disallow her, then all her vows shall stand, and every bond with which she bound her soul shall stand. But if her husband makes them void on the day that he hears them, then whatever proceeds out of her lips concerning her vows or concerning the bond of her soul shall not stand; her husband has made them void, and the Lord will forgive her.

Every vow and every binding oath to afflict the soul, her husband may establish it, or her husband may make it void. But if her husband is altogether silent to her from day to day, then he establishes all her vows or all her bonds which are upon her; he has established them, because he was silent to her on the day that he heard them. But if he makes them void after he has heard them, then he shall bear her iniquity. These are the statutes that the Lord commanded Moses, between a man and his wife, between a father and his daughter, in her youth, in her father's house.

These are the journeys of the children of Israel, who went out of the land of Egypt by their hosts under the hand of Moses and Aaron. And they journeyed from Rameses in the first month, on the fifteenth day of the first month; on the morrow after the Passover the children of Israel went out with a high hand in the sight of all the Egyptians.

After he had defeated Sihon king of the Amorites, who dwelt in Heshbon, and Og king of Bashan, who dwelt in Ashtaroth at Edrei. Beyond the Jordan, in the land of Moab, Moses undertook to expound this Torah, saying: The Lord our God spoke to us at Horeb, saying: You have stayed long enough at this mountain.
