The Reader shows the oleh the section to be read. The oleh touches the scroll at that place with the tzitzit of his tallit or the fabric belt of the Torah scroll, which he then kisses. Holding the handles of the scroll, he says:

English
It is a tree of life to those who grasp it, and those who uphold it are happy. Its ways are ways of pleasantness, and all its paths are peace. Long life is in its right hand; in its left, riches and honor. It pleased the LORD for the sake of [Israel’s] righteousness, to make the Torah great and glorious.
The congregation says the following two psalms while the Torah scroll is being bound:

Halleluya! I shall give thanks to the LORD with all my heart, in a group of noble people, this congregation. The LORD’s works are great; all who long for them may find them. Majestic and splendid are His acts, and His righteousness stands forever. He made remembrance for His wonders, He is gracious and loving. He gives meat to those who hold Him in awe, He will remember His covenant always. He made known to His people the power of His acts, as He bequeathed them the inheritance of nations. The works of His hands are truth and justice, and all His commands unswerving; all of them are steadfast forever and all time, and made in truth and in uprightness. He sends His people redemption; His covenant once made is eternal. His name is holy and awesome. The awe of the LORD is where wisdom begins, and success comes to all who follow His laws. His praise stands true forever.
